Circular Action Alliance (CAA), the Producer Responsibility Organization (PRO) implementing Extended Producer Responsibility (EPR) laws for paper and packaging in California, has opened an updated registration portal for all producers obligated under California鈥檚 packaging EPR law, Plastic Pollution Prevention and Packaging Producer Responsibility Act (P.R.C 搂42040-42084).
This milestone represents a significant step forward in building the infrastructure needed to support California producers in meeting upcoming program requirements. CAA is ready and moving ahead, providing the tools and guidance, and encourages obligated producers to complete their registration with CAA prior to Sept. 5, 2025.
Producers that sell, distribute or ship single-use packaging into California are likely obligated under the law, and CAA has provided a simple process for completing registration, which is required for all producers even if they have previously registered with CAA. In addition to registration, CAA will also open a producer supply reporting period, with a reporting deadline of Nov. 15, 2025.

As part of California registration, producers must choose between PRO Reporting鈥攚here CAA handles CalRecycle registration, data submission, and compliance (recommended)鈥攐r Self-Reporting, where the producer registers and reports directly to both CalRecycle and CAA.
