Resource Recycling Systems (RRS) has announced a transition in leadership from co-founder and longtime CEO Jim Frey to industry champions Resa Dimino and Catherine Goodall, who will serve as co-CEOs, effective January 1, 2026. Frey will remain actively involved inconsulting and business development as a strategic advisor.
This milestone marks a new chapter for RRS, reinforcing the company鈥檚 core values of collaboration, shared success, and mission-driven leadership. The transition follows a year-long planning and mentorship period guided by the Board of Directors and Executive Team to ensure continuity, operational excellence, and future growth.

Dimino and Goodall bring decades ofexperience in recycling policy, market development, systems design, and sustainability strategy. Both have served in senior leadership roles at RRS and played pivotal roles in shaping the firm鈥檚 strategic direction, including its transition to employee ownership.

The transition comes at a time of continued growth for RRS. Over the past year, the company has launched a refreshed brand identity, transitioned to an employee stock ownership plan (ESOP), and expanded its leadership team. The co-CEO appointment complements these strategic moves, ensuring the company remains agile and aligned as it scales services and deepens impact across public, private, and nonprofit sectors.
Dimino and Goodall are recognized nationally for their thought leadership and client success. Dimino, based in New York, has over 35 years of experience across public and private sectors, including work with the New York State Department ofEnvironmental Conservation and recycling businesses. She provides leadership in RRS’s business development, has helped launch SignalFire, its policy subsidiary, and developed many key partnerships. Goodall, who operates out of Berlin, Germany, brings over two decades of experience in global packaging policy, EPR compliance, corporate sustainability, and materials recovery strategy. In her management role, she has helped launch a new team, led updates to the company’s governance, spearheaded the creation of pathways for employees to become direct shareholders, and oversees corporate communications. Both share a passion for serving RRS’s clients and its employees and for the company’s transition to employee ownership.
Dimino will focus on people, partnerships, and business development, while Goodall will lead finance, operations, and client services. This structure leverages the complementary profiles of both leaders and enables them to remain actively engaged with clients and internal teams, preserving the company鈥檚 legacy of practitioner leaders and reinforcing its reputation for delivering practical, customized solutions.
